Steward’s Code of Conduct

Stewards are representatives of the management, and during many events are the only point of contact between the management and the public. It is therefore recommended that management draw up a code of conduct for all stewards.
Activity 2

- consume alcohol before or during the event
- use obscene, offensive or intimidatory language or gestures.

Ground inspections
Senior stewards may well be involved in inspections of the stadium’s facilities. Inspections need to take place:

- 24 hours before an event
- Immediately before an event
- During an event
- After an event.
These inspections need to be recorded as evidence that they have taken place and any faults or issues reported and acted upon.
Set out below is a checklist published to assist managers with the organising and conducting of inspections.

1. Inspections and tests 24 hours before an event
Management should ensure that, at least 24 hours before each event, the following structures, installations and components are
inspected and tested by competent persons, and the test results recorded.
- fire warning and other fire safety systems
- stewards’ radio systems
- emergency telephones
- public address system
- closed circuit television system
- electronic information boards
- auxiliary power supplies
- emergency lighting systems
- temporary television camera platforms and gantries and other media installations
2. Inspections and tests before an event
Management should ensure that, before each event, structures, installations and components are
inspected and tested by competent persons, to check that:
- all structures are free from any damage, corrosion or deformation which might create a potential danger to the public
- exit doors, emergency exit doors, gates and pitch perimeter gates, whether operated manually or electronically, are functioning
- all entry and exit routes are clear of obstruction, free from trip hazards, and their surfaces are not slippery; and all such routes can be safely and effectively used
- turnstiles and metering or entry monitoring systems are functioning
- there are no accumulations of combustible waste or litter, particularly in areas vulnerable to fire; and all areas to which the public have access are generally clean
- hazardous materials have been removed, or safely stored, well away from public areas
- fire fighting equipment is in position and in good order
- areas to which public access is prohibited are appropriately locked or sealed off
- directional signs are in place and, where appropriate, illuminated
- the means instantly to remove or breach any fence, advertising material or other obstruction that might impede the exit of spectators into the area of activity in an emergency are in place
3. Inspections during the event
During an event, management should ensure that:
- litter and waste are not allowed to accumulate, and are removed to secure containers whenever possible
- materials are not allowed to accumulate or be stored in circulation, exit or escape routes
- all gangways, exits, emergency exits and escape routes are kept clear.
4. Inspections after the event
Following each event, management should ensure that:
- a general visual inspection of the ground identifies any signs of damage or deformation which might create a potential danger to the public, with particular attention to the condition of seats, terraces, viewing slopes, barriers and stairways
- combustible waste and litter are cleared and either removed or stored in secure containers
- any outstanding matters of concern are recorded and arrangements made for remedial action before the next event.
